The text below is based on the Labour Campaign for Council Housing template motion, but with added reference to more “contemporary” developments to improve chances of not being ruled out of order as failing to be a “contemporary motion”. The text is 229 words, which gives you 21 words leeway within the 250-word limit on motions. If people in your CLP want to add further clauses, bear in mind that motions can be, and often have been, ruled out of order also for being on “more than one topic”. On 25 August 2026 the first tranche of grants from the Social and Affordable Homes Programme was announced. The bulk goes to housing associations rather than councils; only 60% is scheduled as social rent; this is only part of, not an increase on, the £39 billion in funding over ten years announced in June 2025.
On 13 August 2026 the MHCLG reported record high figures of 135,580 households, including 177,530 children, in temporary accommodation.
Official figures for local authority housebuilding starts, published on 31 July 2026, show just 1,040 started in the calendar year 2025 and 240 started in January-March 2026.
Conference calls on the Labour Government to:
• invest in a council house building/acquisitions programme of 100,000 homes a year, and fund councils to bring current housing up to standard;
• repeal Right to Buy; increase council powers to buy housing bought under “right to buy” where owners now want to sell, and dwellings left long-term empty.
• replace “affordable rent” with social rent;
• end above-inflation rent increases for council and housing association tenants;
• direct all Affordable Homes Grant to social rent properties;
• promote council Direct Labour Organisations, in-sourcing a crucial service and providing well paid, unionised jobs and apprenticeships;
• end the Local Housing Allowance freeze and fully fund councils for temporary accommodation costs;
• ensure homes meet high environmental standards.
