Text to adapt for motions to CLPs after 7 May

You may find these texts useful to adapt in your CLP.

This CLP notes the scale of defeat in very large areas in the 7 May local council elections, Welsh elections and Scottish elections.
We believe that this is further evidence that the party needs a change of direction, not just an improvement in messaging.
We call for on the Labour government to discuss implementing the policies passed at Labour Party Annual Conference 2025, including reversing Tory cuts and austerity, wealth tax, defence of Leave to Remain, and expanding collective rights for workers.
We express concern about reduction of democracy at local authority level as well, including the 2024 loss of LGC responsibility for local manifestos, the 2025 loss of party observers to Labour groups, and the increasing interference by Regional offices in local campaigns.
We therefore resolve:
• To hold a CLP discussion on Labour Party democracy
• To support rule changes at conference to return the PLP nomination threshold for leader and deputy leader election from 20% of the PLP to 10%, and to specify that CLPs are responsible for long-listing for parliamentary candidates, not the NEC
• To urge members and affiliates to support where they can the party’s campaign for the 18 June by-election in Makerfield.


We note the speculation that a leadership election is now a strong possibility before very long, and believe that this should be an opportunity for the membership and affiliates to engage in a thorough discussion of the direction of the party.

We therefore call for the procedures for any leadership election to be in accordance with the rules as set out in chapter four of the party’s rule book without any additional restrictions or manipulations. We note that for last year’s deputy leadership election the NEC invented what they termed a “first stage of nominations” removing the rights of CLPs to nominate the PLP Commons member of their choice, as defined in rules.

Chapter 4, clause II, paragraph 2.b.i defines a requirement for both the PLP and CLP/affiliate thresholds to be met, but does not say either forms a ‘first stage’ or limits what nominations can be made. Chapter 4, clause II, paragraph 2.b.iii states simply for CLPs that “All nominees must be Commons members of the PLP”.
