The following two motions are going to Islington South CLP, and you may find it useful to adapt their text even if your CLP didn’t pass a motion for conference on housing.
Motion 1
We welcome the fact that large elements of our CLP motion on council housing were passed at Labour conference as part of Composite 8 (GMB and Unite).
• A large-scale council housebuilding programme, with guaranteed funding to build or acquire at least 90,000 social rent homes each year, using direct employment.
• A publicly funded national retrofitting programme to upgrade homes
• Ending Right to Buy and cancelling council housing debt, freeing resources for building and maintenance.
We resolve to campaign publicly for the Government to implement this policy.
Motion 2
We express our concern that our CLP motion, and similar motions on housing from other CLPs (and motions on water denationalisation from many CLPs) were ruled out of order, and thus our motion could not go into the compositing.
The Conference Arrangements Committee said that our motion contained no new matter relative to the National Policy Forum report. The passing of Composite 8 with the above policies shows that was not true.
We also express our concern that all movers of references back of sections of the National Policy Forum were denied their rulebook right to address conference and get a vote. The CAC said that it had passed on the references back to the NPF, but the rulebook says they should go to conference.
We ask the CLP secretary to write to the CAC to tell them of these concerns.
