Conference Diary Seven – more on the disappearing reference backs

Yesterday morning in diary four we asked what had happened to them reference backs to the NPF Report: https://labourleftint.uk/2026/09/27/conference-diary-four-monday-morning/

We pointed out that the Delegates’ Briefing 2026 says, “All the reference backs that have been successfully submitted will be presented within the relevant daily CAC Report. During the applicable debate, the Chair will call the delegate from the organisation that has submitted the reference back to move it from the podium.”

CAC1 lists ten NPF references that have “been accepted” by the CAC, as well as nine that were ruled out.  But none of those ten have yet been taken, and it is not clear when they will be.  Unlike last year, the conference sessions are not structured by NPF section titles, so which are the ‘relevant’ sections to take them?

The chair did not tell conference any of this when introducing the NPF report yesterday.  But the reference backs are the property of conference, for conference to decide whether or not it wants to send back an aspect of the NPF Report.

This seems to be a straightforward breach of party rules and denial of conference’s rights.

This needs challenging.  This is a helpful guide to how: https://davelevy.info/on-reference-backs-at-labour-conference/
